It could be the board on the converter has gone bad:
The fan was running 24/7 and after investigating everything and finding nothing wrong with our battery and nothing else drawing too much power, we replaced the board and it fixed the issue! Just wanted to post this because I was not able to find any information on a converter with a fan that never stopped running. It can be caused by a failing converter which is really helpful to know!
