Temperature Pressure Relief Valve Leaking?

I saw water leaking out of the outside door of the water heater.
Open the door and the temp/pressure relief valve(the one with the lever on it) was dripping).
Do I carry the tool and an extra with me, absolutely BUT my first thing is to try something/troubleshooting before replacing items.
Turn off water heater, turn off city water, de-pressurize, water heater tank. (go inside and open hot water faucet), GO back outside, open that little lever(be careful if water heater was turned on), until nothing else comes out of it.
Close the lever back, turn on city water, open faucet, till all bubbles quit coming out, turn off faucet, turn water heater back on and check it again in about 30 mins.
It had quit leaking so I will assume the water “bubble”, aka expansion area at top of tank somehow got fille dup with water and the instructions above fixed it.
